my photo isn't showing up in the top photos section despite there being fewer rated photos on it
I have several photos that have 3 ratings and 5 stars (https://ebird.org/media/catalog?sort=rating_rank_desc&searchField=user&userId=USER1224050&q=Eric%20Hoelzl First 9 photos.) But these photos aren't showing up on the eBird Top Photos section, despite there being photos on the top photos with fewer ratings and fewer stars.
Is this a glitch on eBird or is there another explanation? Please let me know.

What do you mean by the top photos section?
If you mean that it won't show up in the Top Photos: World on the eBird homepage, those photos only stay there for twenty-four hours. Any only one photo per eBirder is allowed at a time. So if you uploaded several photos that, let's say, each had eight ratings, only one of them would get on the eBird homepage, and only for twenty-four hours.

What I mean is when you scroll down the eBird homepage, at one point you will see something that says "Top Photos" and then "Top audio" and then "Rarities(if you are logged in to your account.) The one I am talking about is the top photos.

I don't think you can do anything if it's been 24 hours since you uploaded anything. If it has been 24 hours since you uploaded any photos, then your photos won't show up under the Top Photos: World, much less rank with other photos on there. If you select "View All" next to where it says Top Photos: World, this will take you to a media search page and you can close the filter that says "days since upload: 1" and this will take you to everyone's photos sorted by best quality. You might be able to find your photos on this page, but, depending on how many ratings they have, it might take a while. The most rated photo as of today is Luke Seitz's Pied Lapwing photo, which has 328 ratings. Does that put things in perspective?

I just saw some of your photos on eBird's homepage, nice job! And they are good photos!
