2 Different sources for #'s of complete checklists by location?

"Explore a Region" gives one number for checklists for a location (the same number indicated on eBird & eBird portal homepages as "complete checklists").
"Target Species" indicates a different number of "complete checklists" on which target lists are based, and the numbers are ~10% lower.
Why do they differ? Up to now, I had assumed the "Explore a Region" numbers were higher because they represented total (complete + incomplete). But now the home page and portal pages are clearly calling those higher #'s "complete".
What's going on?
