when are my observation accepted and by whom. I have submitted information and they are not on our county list.

Barbara. Welcome to the trial and tribulations of eBird participation. Probably most participants experience your quandary of entering a bird and not having it recognized and hence not listed. Any deviation from the norm is likely to trigger a non-list. If the eBird guru for your area emails you for more info, you might be able to satisfy him and get the bird listed. Obviously a photo of the bird will get it listed.
My advice, for wht it's worth, is if you are confident in your bird, enter it and see what happens

Data entered often does not show up in compiled data until the next day. I believe some kind of script runs at night that adds the new data to database?
