Help to confirm species.
Does ebird provide help when birder is not sure of the ID but has photo and other evidence? For ex: I was not sure of which species a flock of plover I observed and entered it as such. ie, Plover Sp. But it has remained that way.
Is that fine or should I specifically seek help to resolve the species, especially when doing so, will make the data much more meaningful. Ex: between a local common subspecies and rare visiting species for that location.

no, it does not. In fact ebird is a data archive, so helping out with ID is not its main purpose.
Try your local birding group. of one of the many bird ID facebook pages, there are also forums specifically dedicated to birds IDing
But on ebird you did the right thing entering 'cormorant sp.' and 'plover sp.' because you were not certain about the ID. If you find out what these birds are, you can always and easily change species in the ebird checklist
