Red-headed Woodpecker not "rare" in Gettysburg PA
I was asked to review Macaulay library photos and am wondering why Red-headed Woodpecker is listed as rare in Adams County PA. This area has had resident Red-headeds for many years. Here is an example: http://ebird.org/ebird/view/checklist?subID=S40911896

the system is far from perfect and despite many records locally, somebody determined that a few isolated woodpeckers still meet "rare". You will not get an answer that satisfies you, so go out and get more red-headed woodpecker observations into the database until they lose the status.

Just across the PA line in MD Red-headed Woodpecker is not listed as "rare". These woodpeckers are not isolated from others in Maryland but occur in similar habitat. The habitat in which the birds are found needs to be considered as much if not more than the particular state where the record is from, in my opinion.
