How do I create a locality so as to be able to identify all sightings in an area.

We are trying to encourage people in the Devonport Peninsula, Auckland, New Zealand to report bird sightings in the hope of tracking progress of a rat eradication campaign. I know there have been some reports from Devonport but I don't seem to be able to call them up because Devonport is not recognised as a locality.

EBird recognizes provinces and counties, not cities or neighbourhoods. I think this is the best you're going to get:

Many of the reports seem to be in Devonport, but not all of them are.

Thanks for that. Unfortunately NZ no longer has provinces or counties and hasn't for some time. Furthermore, North Shore City hasn't actually existed for maybe seven years. All of which rather complicates the whole location thing. I don't suppose there's any chance of eBird being updated to reflect our reality.
