I have a photo of a flock of birds that I believe might be black terns but can't confirm it

I took a couple of poor quality photos of a flock of birds at Werribee river mouth on the weekend but can't positively identify the species. The best guess I have (based on a poor quality photos) is black terns, but this species is not listed in eBird and is extremely rare for Australia based on what I have read.
The birds were flying in a flock of 15-20 birds and were flying erratically. They have black bodies and heads, grey wings with no black underneath (so not white-winged black terns), a white snub tail with grey on top and long slender wings.
Does anyone have an idea what type of birds they could be?
