How does eBird validate historic lists with rare or 1st time birds
I have a specific question about the Western Treatment Plant (Werribee) hotspot. I was fortunate to have spotted a Juvenile Hooded Plover at the site this fall, at the time the local birding community was excited as this was a first record, not just on eBird but for the site list, (according to the local experts), for the species at the site. Then recently a historic checklist has been added to eBird with a record of this species from 2001, this would not be a big deal, but the checklist also lists at least 5 first seen records and 2 more rare records that would get flagged if I entered them today. What is the procedure for validating these historic records? It seems that historic records should be under more scrutiny than current records, as there is no way to ground truth these sightings.

I suspect these reports will be scrutinized closely. If they have already slipped past one reviewer, someone else will probably end up taking a close look at them.
BTW, most people reading your question have no idea where you are, as eBird is international in scope.
